The goal of the Forced Migration Upward Mobility Project is to rethink refugees in resettlement as active agents in their own livelihoods. Too much of resettlement policy treats newly arrived people as recipients. They arrive with skills, trades and businesses behind them, and the question worth asking is what stands between those skills and a living wage here.
In looking at longitudinal refugee employment outcomes, we hope to capture the enabling environments that facilitate upward mobility in newcomer populations — and then to help build more of them.
